Jakarta, GIVnews.com – The draft of a bill (RUU) regulating Indonesian citizenship status has been included in Prolegnas (National Legislation Program). This opens up the possibility of a dual citizenship policy, allowing Indonesians with overseas citizenship to gain citizenship recognition from home.

The RUU, which is proposed by the Parliamentary (DPR) Commission III is a “Recognition towards the existence of Indonesian diaspora outside of the country and the dual citizenship system that has been adopted by many countries in the world.” This is according to a document received by GIVnews.com on Thursday (12/2).

Based on the document, which describes the various law drafts that are conceptualized in the 2015-2019 Prolegnas, the DPR Commission III recognizes the potential benefit of the dual citizenship program. “(The program) has proven to provide much benefits to the country of origin. Particularly to countries with a large population,” says the document.

Shall the law be legalized, it will open up the possibility of gaining a dual citizenship status, allowing overseas Indonesians to gain recognition from both their current country of residence and their homeland. Moreover, as written in the document, the move can catalyze Indonesia’s human capacity building and economic development, in addition to an increase of investment.

Besides citizenship itself, the law revision will include the regulation of procedure and eligibility in obtaining dual citizenship.

The Indonesian diaspora is a global community of people living abroad. They include more than 5 million people with Indonesian roots. Many of them initially ventured overseas for studying, working, conducting businesses or marrying a partner outside of Indonesia.

In 2013, a three-day congress designed for ‘homecoming’ the Indonesian diaspora was organized in Jakarta, attracting 8,000 overseas Indonesians. The congress, which was opened by then President Susilo Bambang Yudhoyono, ended on a high note and managed to create a special task force team for formulating a focus group where government, parliament members, diaspora, and academics can holistically evaluate the proposal for dual citizenship.
